Rust build image has no libclang for bindgen

A dependency has to be compiled and needs development headers that the build image does not carry (pkg-config, or a library it queries). The full output is in the deploy log, naming the dependency.

Why it happens

A dependency generates its C bindings with bindgen, which needs libclang. The engine's Rust build image does not ship libclang, and a build cannot install packages.
