The project has git-lfs turned on (the git_lfs setting), and git-lfs is not installed where its repository is cloned, so the objects the repository tracks cannot be fetched. The server's account image has to carry it (git-lfs in the engine-user-dind image). Until then, turn the setting off: pae project:settings:set git_lfs off --project=<project>.
