Plex server is not claimed
The service plex-claim did not start (exited with code 1), so the application was not started either. It printed: plex: the server is not claimed. Get a claim token at https://plex.tv/claim (valid 4 minutes), set it as the project's PLEX_CLAIM environment variable and redeploy. The full output is in the deploy log.

Why it happens
A Plex Media Server has to be linked to a Plex account with a claim token on its first start, and the project has none.
