Why it happens
The repository was deployed with the PHP (no Composer) strategy, but its Node monorepo install runs PHP package postinstall scripts. Those scripts call Composer, which is not installed in the selected runtime. The repository also declares Node dependencies, indicating the selected strategy may not match the application.
