Why it happens
The project targets .NET Framework 4.x, which the .NET SDK on Linux cannot build.

MediaBrowser.Server.Mono/MediaBrowser.Server.Mono.csproj targets .NET Framework v4.7 (a <TargetFrameworkVersion> project). The .NET SDK on Linux builds only SDK-style projects targeting .NET 5 or newer (<TargetFramework>net8.0</TargetFramework>).
