Rust build fails because libclang is missing
A dependency has to be compiled and needs development headers that the build image does not carry (pkg-config, or a library it queries). The full output is in the deploy log, naming the dependency.

Why it happens
A Rust dependency is compiling native code with bindgen, but the build environment cannot find libclang. The log also shows restricted access to the APT package-list directory, so required development packages may not be installable during the build.
