Why it happens
While the Engine prepares the account, it creates the account's supervisor configuration directory with a plain mkdir. The directory was left over from an earlier, unfinished preparation, so mkdir fails with "File exists" and the deploy stops. This is an Engine account-provisioning problem, not a problem in the deployed project.
