Why it happens
The repository’s webui submodule could not be fetched because the referenced commit is missing from its remote. The checkout continued with incomplete source, and automatic detection selected ./cmd/cli, which the main Go module does not contain. The log also reports a log-permission error, but the invalid Go package is the reported deployment failure.
