Dockerfile starts FROM a build argument that has no default
The project's Dockerfile starts FROM the build argument AGENT_SERVER_IMAGE, which has no default: it only builds when the project's own tooling passes --build-arg AGENT_SERVER_IMAGE=..., and nothing in the repository supplies it. It needs a PanelAlpha recipe that sets build_args, or a default in the Dockerfile.
