A file in the build is owned by uid 397546, gid 5000 that cannot exist in an account, which holds ids 0-65535 only. Extract archives without restoring their owner (tar --no-same-owner, or TAR_OPTIONS=--no-same-owner in the Dockerfile), or use an image whose files are owned by ids below 65536.
